The European Union issued a draft law on the implementation of eco-design of lighting products
Background to the publication of the draft eco-design regulations:
Directive 2009/125 / EC requires the Commission to develop relevant eco-design requirements to control the performance of energy-related products traded or sold on the market, to reduce energy consumption through design performance improvements, and to reduce energy consumption to the environment influences. The Commission will need to prepare a preliminary program for the existing lighting products and components in the environmental impact, technical requirements and economic benefits on the analysis and research. This technical regulation is based on the existing implementation measures EC No 244/2009, EC No 245/2009 and EU No 1194/2012 development and improvement.
Eco-design regulations apply to the product range:
This enforcement measure applies to lighting products or components of lighting products that are put on the market or put into use, including lighting devices that are incorporated into other products. However, the following lighting products are not included in the scope of products used in the implementation of the measures:
Military or civil defense equipment and installations.
Nuclear facility installation.
Other transport devices other than motor vehicles.
Road, rail, sea or air traffic signal devices.
Medical Devices.
Laboratory Equipment.
electronic display.
Museum of Art.
Products working environment temperature below -20 ℃ or 50 ℃ or more.

Eco-design regulations Effective date:
This enforcement measure will take effect on the 20th day after the Official Journal of the European Union Official Gazette is published and will be enforced on September 1, 2018, with the following enforcement actions repealed.
Commission Regulation (EC) No 244/2009;
Commission Regulation (EC) No 245/2009;
Commission Regulation (EU) No 1194/2012.
The energy efficiency requirements for eco-design regulations are as follows:
Phase 1: The maximum allowable power is as follows:
In this case,
2
Standby power:
If present, the maximum value Psb = 0.5W The Off- mode mode does not allow power consumption.
second stage:
In this case,
3
Other requirements are the same as above.
The third phase:
In this case,
4
Other requirements are the same as above.
Requirements for accessories (including adapters, dimmers, controllers, etc.):
The minimum energy efficiency of 90%.
Standby power.
If present, the maximum value Psb = 0.5W The Off- mode mode does not allow power consumption.
The performance requirements of eco-design regulations are as follows:
From the first stage, lighting product performance requirements are as follows:
In this case,
